PPP in the procurement of infrastructure services in a recent concept. Earlier, conventional procurements were the norm, wherein the government bought of built the physical asset, and through a separate arrangement, operated the asset or contracted with a service provider to run the same. In contrast, in any PPP structure, the same firm builds the physical asset, operates the asset, and sells the service to the government. For the long-term policy framework specific role assignment for stakeholders, risk sharing arrangements, financing arrangements and extent of competition need to be clearly spelt out. - Reproduced.
