  <abstract>Recent years have witnessed an increased pressure on third World countries like India to introduce major reforms in the functioning of their public administrative system. Public sector jurisdictions as well as management policies and practices are being questioned to the point of bringing about a major reorientation and restructuring of governmental organisations and their powers. There is a growing expectation to introduce such changes in economies and administrations which may enable them to comply with the imperatives of globalisation. A greater efficiency, economy and effectiveness in public management is expected to be brought about through a reorganisation and reorientation of governments functioning. A major push towards a shrinking of public sector responsibilities in favour of the private and non-governmental sector on the one hand and the introduction of market principles and private sector values in the state sector on the other have been the key elements of this strategy. - Reproduced.</abstract>
