  <abstract>It is true that the panchayati raj leadership is not adequately empowered if their social, educational and economic background is taken into consideration. Besides this they are also not experienced local leaders. Therefore, they can not assert the claims of stakeholders in Public Private Partnership (PPP). But the launching of PPP for qualitative primary education in Haryana has provided the opportunity to the panchayati raj leaders not only to avail the qualitative primary education at their door step but also gain experience through this programme which will help them to be more effective leaders of the future. - Reproduced.</abstract>
