Marshall emphasized in his concept of social citizenship that state should provide a basic minimum to all its citizens. Globalisation with its roots in privatisation endorses "Retreat of State" and "Control of Market". In a country like India where farmers are giving away their lands at throwaway prices in the name of development, higher education is not gender-friendly, employees of call centres are facing cultural subordination, the author shows that in all the above cases only positive intervention of the state can counter these ill-effects of globalisation. - Reproduced. aGlobalization aIndian Journal of Public Administration
