Union and state responsibilities in disaster management in India: critical reflection on disaster management act, 2005 - 2010 - p.92-106.

Disaster management is a late entry into the working of Indian federalism. Disaster management act 2005 establishes Disaster Management Authorities both at the Union and State levels. The act seeks to redefine the working of the Union State relations in the framework of a cooperative federalism. Scholarship and studies on the subject have hardly touched upon this dimension of disaster management. The present study content analyses the act as to delineate patterns of distribution of powers and authorities among the tiers of government. This paper also discusses the fiscal dimension of the disaster management. - Reproduced.
