Faced with constraints like inadequate funding, excess intake of students, poor infrastructure, declining quality of research and teaching, it often fails to meet high employment expectations and empowerment targets. These problems are compounded with the competing demands of other components of rural education and the absence of policies for higher education for agriculture and rural development.
