Governing strategy for poverty reduction: Good governance in achieving sustainable rural development in Nepal

The Government of Nepal (GoN) has focused on poverty reduction as an overall development strategy especially rural development. Good Governance has been regarded as a focal strategy for poverty reduction. National Planning Commission and different organizations have been identified weak governance as a major obstacle in achieving the poverty reduction in Nepal. Rural areas have high concentration of population and poor. Sustainable rural development cannot be imagined without poverty reduction. Simultaneously poverty reduction program cannot achieve expected outcomes without good governance. In this context, this paper has overviewed the concept of three dynamic elements; analyze the prevailing context of Nepal; forward good governance as a dynamic solution, outline existing issues of good governance and its solution. Good governance is foremost to initiate effective poverty reduction leading toward sustainable rural development thus it should be adopted more institutionally than mechanical application. In spite of sufficient legal and organizational foundations; implementation and people oriented supply are weak. This could be achieved through bureaucratic professionalism, and it requires political commitment to inject essence of good governance in Nepalese institution and local governance. - Reproduced.
