  <abstract>The 73rd Amendment to the Constitution hence has been welcomed as focusing the attention of the nation of the fiscal structures and processes of rural India. As per the 29 items of the Eleventh Schedule of the Constitution, three functions i.e. functions, functionaries and funds have to be devolved on the Panchayati Raj Institutions for planning and implementation of schemes pertaining to a particular sector. But Centrally Sponsored Schemes implemented by other Central Ministries, often ignore the involvement of PRIs. In case the role is identified, it is either non-existent or minimal. Although 73rd Amendment was not a component of structural reform but the attempt to decentralize allocative decisions with the change in the development strategy should be more open and market friendly economic regime. - Reproduced.</abstract>
