    <subfield code="a">With the increased incidence of corruption even in higher echelons of government, the lower levels have also become free of any fear of punishment or retribution, with the result that the corruption at all levels is fast becoming a 'low risk and high reward' activity. Corruption at the top has emboldened lower level officials who now openly exploit the masses with impunity. In such an environment, exercise of power for its clients demands fudging of rules, dependence upon corrupt civil servants, plundering of the public treasury, and decay of governance. This article recommends a three-pronged strategy to curb these tendencies by reducing opportunities for corruption by deregulation and privatisation administrative procedures to reduce the opportunity for corruption by increasing accountability, transparency and the role of citizens voice. - Reproduced.</subfield>
