A purely moralistic approach is  bound to fail. We need moral fervour combined with institutional reform and an effective system of incentives and disincentives. The recent proposals made under Lokpal Bill promise an effective apparatus to control corruption in places of influence and importance. Now, there is a strong, mass supported movement against corruption, with a demand for comprehensive reforms in anti-corruption system in India. It is the time to fine-tune and rationalise the much-awaited Lokppal legislation and put into motion a sincere endeavour to make higher executive more accountable and the investigating agencies free from political meddling. - Reproduced.  aCorruption  aIndian Journal of Public Administration
