This article critically reviews the key public sector reforms in Kyrgyzstan, focusing on attempts to transform economic, political, and administrative institutions undertaken in this country for the last 20 years since it became independent from the former Soviet Union in 1991. Then, drawing from a synthesis of institutional theories, it analyses reform process and draws implications for practice research. - Reproduced.
