Its educative role should also be emphasised. Actually, local government functions as an instrument of civic self-education. The country, the city and the towns are potential schools of citizenship. If local government performs these roles, it becomes local self-government. Urban governance links local governments with state and central governments vertically; and brings several sectoral divisions and field agencies into play. But it was not until the 1980s, that a wide debate began in many countries about the balance of power between national and local governments.
