The Indian government accords a critical role to welfare schemes for economic and social development. However, the success of implementation has been mixed. 'Perceived behaviour' of government officials towards citizens is hypothesized as critical in ensuring citizen participation and creating those factors as necessary for a citizen's interaction with government officials. This paper explores conceptual field evidence from Jharkhand, within the context of the Mahatma Gandhi National Rural Employment Guarantee Act employment scheme. - Reproduced.
