A transformational change in Civil Service Capacity will be an effect of change in work culture, strengthening of public institutions and adoption of modern technology with an overall aim of providing efficient services to citizens. The Programme envisions to integrate learning with competency driven decision making to enable strategic public HR management with a multi-pronged approach of capacity building at individual, institutional and process levels for efficient public service delivery. The programme is delivered through setting up of Integrated Government Online Training – iGOT Karmayogi Platform which focuses on ensuring a smooth transition from rule based to role based competency system, launching continuous and readily accessible learning, creating an ecosystem of shared training infrastructure, calibrating Civil Service Positions to FRAC approach and moving towards data analytics to capture various aspects of capacity building and identify policy reform areas. The Programme will deliver initiatives with short-term, mid-term and long-term impact, with attitudinal shifts towards the goal of promoting ease of living for Indians. Mission Karmayogi will ensure that all civil service officials are prepared to deliver high quality services and serve their constitutional role of good governance and leadership.
