Indian Journal of Public AdministrationSummary: Housing is one of the basic needs for mankind in terms of safety, security, self-esteem, social status, identity, satisfaction and achievement. Human development and improvement in the quality of life are ultimate objectives of housing. Though a number of programmes have been in operating for providing housing facilities to rural poor, significant improvement was not achieved among the poorest in the rural area. In order to provide a sustainable housing facility a new major housing programme called Indira Awas Yojana (IAY) was launched in 1985. This article examines the impact of IAS programme in its actual implementation and the hurdles encountered in the implementation. - Reproduced.
