In 1978, Congress passed the Ethics in Government Act which, among other things tried to consolidate responsibility for all the conflict of interest issues within the executive branch into a new office. In 1988, this office of the Government Ethics made a separate executive branch agency. The OGE was to be relatively small with a primary responsibility for policy making.
