The powers of the governor are discussed on the one side he has legislative, executive and judicial powers which he enjoys on the advice of the council of Ministers while on the other side he has some discretionary powers in which he acts on his own. The report determines the constitutional position of the governor and some suggestions are given to keep a check on the discretionary powers of the governor.
