Aspects of the changes include abolition of the position of Permanent secretary and rotational posting of officers in the administrative class from Ministry to Ministry. A major plank of the changes is the professionalizaion of the Negerian civil Service. The writer therefore examines some of the prospects and problems of the new system. Suggests fundamental structural change in the Nigerian civil service and a continuous monitoring and evaluation of the reform by the government with a view to making necessary amendments to unforseen problems
