He, therefore, addresses his effort to the following issues: (i) efforts of the Thai Government towards encouraging national development, (ii) relevant research findings pertaining to Thailand's elite civil servants' development and professional orientations, and (iii) propositions made on these aspects of the Thai civil servants.
