520 _aWith the recommendation of Committee for Administrative Reorganization/reform (CARR) Bangladesh government introduced Upazila system at the grass-root level under the headship of directly elected people's representative on 7th November 1982. In this decentralized system the unique characteristic is leadership of people's representative without bureaucratic intervention and deputation of high ranking government official with technical know-how as the staff of Upazila Parishad. The Parishad makes development schmes under the guidance of the national government. This brings certain problems in administration, policy making and financial matters of the upazilas.
