In shor, there is a need to minimize, wherever possible, the attitional and structural impediments to equal opportunity in the public service. There must be a willingness on the part of policy-makers to conceive imaginative programmes for the recruitment and promotion of individuals from various groups, especially systematically disadvantaged ones.
