520 _aThis symposium stems from an ASPA Region VIII Conference panel on character ethics in public administration. Character ethics is an ancient subject that often accompanies discussions of forms and phitosophies of governance. It proceeds on the belief that governance of any type helps shape the character of the people being governed, who in turn affect the quality of governing institutions and leaders in subsequent generations. Character ethics, then focuses on "virtues" or forms and manifestations of human excellence that contribute to the greatness or nobility of a political society over time.
