Governments have tried in various ways to deal with the problem of discrimination in public services. Differential treatment of civil servants is a fascinating subject of study, particularly in Hong Kong in view of the impending major changes. A government's view on localization of the civil service may be influenced by the forces in the environment and add to the complexity of the issue.
