520 _aHighlighting the proportion of States' budgets to the Central budget in India and the measures of deficit budget needed to understand fiscal stance of a state government, the author analyses trends in state governments' revenue deficits, based on relevant data for 1984-91. He discovers states' increasing tendency towards chronic revenue deficits and dis-savings. The author, focusing on Government of U.P., analyses fiscal and administrative developments in the state and its use of deficit measures to make some generalisations to facilitate a broader understanding on fiscal position of state governments in India. He then, on the basis of computation of data on deficit measures in U.P. for 1979-91, discusses emerging liquidity and debt constraints in view of behaviours of: (1) revenue and operational deficits, (2) primary deficits, and (3) the real rate of interest. - Reproduced
