520 _aFollowing a discussion on the recent two major thrusts of administrative reforms undertaken by Government of India in the shape of: (i) New Economic Policy, and (ii) Democratic Decentralisation (through amending Constitution of India), the author examines the role of the State. Flowing therefrom, he attempts to assess the key roles and the required qualities of public officials in the changed context of public administration and how these could be ensured through a recruitment, training and career system.
