520 _aThe paper examines the emergence, role, operation and character of the Public Service Commission in Barbados and its relationship with the personnel management process. Underlying the paper is the contextual motif that neither the Public Service Commission (PSC) nor personnel management is an end in itself and that the purpose is to create an organizational environment in which employees can work productively and enthusiastically. Another concern has been to highlight some of the deficiencies of the Public Sector Commission as a managerial instrument.
