520 _aThe focus in this paper is on raising issues in the context of impact of recent developments on local government institutions in India. By now a lot has been written about Constitution (73rd and 74th) Amendment Acts of 1992, applauding them as landmarks in the history of development of local governments in India. Time has come that we subject them to a dispassionate and cool analysis and see how far the changes envisaged would accomplish the objectives behind the amendments and identify the direction of local government reforms in future. It is also necessary to look at the recent developments in the wider context of major transformations, basic in nature and substantially large in scope, which are taking place in the role of state and the philosophy of its governance. - Reproduced
