520 _aIn 1991 the Philippines began an exercise in decentralization under a new Local Government Code. Significant powers, responsibilities, and resources were devolved from the national to the local level. Implementation began formally in January 1992, and has moved beyond a transition period into institutionalization. There are many debates about the effects of this decentralization effort. Focusing on what knowledge has been produced concerning the new situation, the research includes surveys, key informant interviews, secondary analysis, and consultation among government units or nongovernment organizations (NGOs). A number of different research efforts are surveyed, their results presented and compared, and new directions for research are suggested. - Reproduced
