520 _aThis paper sheds light on the practical premise of community cooperation and reexamines the contextual (administrative and social) realities in South Asia with an end to assess how conducive these realities are in fostering cooperation in rural frontiers. It argues that any cooperative effort has to be understood and appreciated in light of the contextual conditions.
