520 _aA study of the preambles of most of the State Panchayat Acts reveals that their emphasis has been on establishing the Panchayats for better administration of rural areas and people's greater participation in development programmes. In the 73rd Amendment Act 1992 (Central Act) itself clear cut demarcation of function, finance and personnel for the Panchayati Raj Institutions has not been attempted. There is a need to amend the Central Act as well as other relevant parts of the Constitution for making decentralised governance effective and meaningful. - Reproduced
