| 520 | _aThe institution of Gram Sabha has had a chequered career. In fiftees the Gram Sabha was a latent part of the three-tier Panchayati Raj system and failed to contribute in village development. Seventies saw a two-tier Panchayati Raj system in which Gram Sabha was removed from PRIs thus making it inactive in most of the States. Nineties created third generation Panchayati Raj System which accorded the Gram Sabha a statutory status. Despite all ups and downs the Gram Sabha has sustained itself and has given an opportunity to all villagers to gain a sense of participation in the process of development. - Reproduced | ||
