520			_aSanity, vision and mature direction of politics count a great deal in shaping the attitudes, behaviour, thinking modes and action of both politicians and people. Nepal's politics should not brook any delay in finding the right state of political equilibrium and administrative competency. Both the politicians and bureaucrats have the equal responsibility of running the government organisations effectively. The public servants are not expected to alight themselves with any political party nor they are supposed to violate the existing and established procedures. The government can take a number of measures to improve the functioning of government organisations. These measures would include the following: bringing out an Act of Governance that will prescribe code of conduct as well as clear demarcation of functions, authority and duties for both ministers and civil servants; making recruitment, procurement, promotion, transfers more objective, competitive and tough; organising meetings where representatives of government, political parties, private sector, NGOs, and other sections of society can discuss national issues; and implementing the administrative reform measures initiated in 2049. - Reproduced
