| 520 | _aWith the evolution of the welfare state at the turn of the century, theorists and practitioners of public administration have endeavoured to make public administration more accountable and transparent, by shifting away from the traditional and predominant Weberian paradigm of bureaucracy. This paper seeks to deal with the issues of accountability and transparency at the micro level, emanating from this writer's experience as the Additional Executive Officer of the South 24 Parganas Zilla Parishad for over three years. It attempts to capture the dynamics of development administration in West Bengal today, especially at the district level and the levels below.
