520 _aThe governance through local bodies is ideally aimed at making the fruits of development available to the masses, specially the deprived ones, in an equitable and humane manner. In spite of the well-defined administrative set-up and desired financial allocations these bodies have remained non-starters in several developing and underdeveloped countries because of the quality of leadership available at that level.
