520 _aPeople’s participation has been widely used in the discourse of development and public administration for last few decades and it has become a worldwide phenomenon. India with its major population living in the rural area, the concept and practice of peoples’ participation in rural development and public administration is a matter of prime importance. But the dilemma lies in the fact that rural people participate inadequately in the entire policy process, as regards to rural development and local governance. In this context, the present article examines the concept of people’s participation, underlines the inhibiting factors, particularly in rural India and suggestions to overcome the obstacles in the way of people’s participation. - Reproduced
