| 520 | _aIn his first innings in the Bihar Government, Chief Minister Nitish Kumar had proliferated the liquor trade down at block level but this time he ventured to overturn the entire policy to total ban. The Bihar Government policy of total prohibition (Bihar Prohibition and Excise Act 2016) has been subject matter of both appreciation and criticism. The prohibition law is a politico-administrative measure for social reforms on the line of Gandhian philosophy enshrined in the part IV of the Constitution known as Directive Principles of State Policy on one hand and the faulty implementation of the policy has been target of criticism from various corners on the other. This makes an urgent imperative to assess the entire policy process of introducing prohibition. As such, the present paper seeks to examine the Bihar Prohibition and Excise Act 2016 in context of the policy process i.e. bringing the issue on political agenda, formulation, implementation and monitoring and evaluation of the policy.
