520 _aDespite politico administrative judicial bodies for pollution control, environmental pollution has become a hard nut to crack for Indian government. Separate ministries at both the centre and state levels for policy making pollution control boards to implement the policies, hundreds of laws and rules to facilitate the implementation, green tribunals and superior courts to enforce the laws are at work but pollution is growing at high pace evident from the fact that most of the most polluted cities of world fall in India. The pollution control boards are ground level agencies to implement the polices and ensure the environment impact assessment (EIA). Now the question is are the pollution control boards functioning at the desired level? Further do we need more such bodies? As such the present paper intends to examine the structure and functions of the pollution control boards and maladies therein. – Reproduced
