520 _aRecent years have seen a rise in interest in understanding trends and dimensions of inequality across countries as well as within countries (Atkinson 2015; Milanovic 2016; Piketty 2014; Stiglitz 2012). Multilateral institutions such as the World Bank (2016; Lange et al. 2018), International Monetary Fund (IMF 2017), and Asian Development Bank (Kanbur et al. 2014) have raised flags regarding the nature and consequences of rising inequality across and within countries for growth and poverty reduction.
