The end state of any net assessment is to evolve long-term military strategic efforts to achieve the desired military edge. The key aspect of the procedure is the environmental scan which is carried out by a range of tools and techniques. Scenario building is an essential ingredient of any net assessment which is a methodology to test the current strategy and check if it would work in the diverse types of futures expected to arise.
