520 _aIn this paper Shri B.G. Deshmukh argues that liberalization in the economic field has to be accompanied by a more decentralized political structure. He also argues for a change in the labour laws and for greater emphasis on growth and development of infrastructure. He says that while bureaucrats are often charged with holding up the process of liberalization, the fact was that many industrialists were vehemently opposed to any competition from domestic or foreign sources.
