520			_aAmelioration of Dalits who, generally fall in the category of Scheduled Castes and Scheduled Tribes India, has proved to be a hard nut to crack. They have been subject to subjugation, deprivation and oppression through ages by institutionalised methods. It is alleged that the main reason behind it is lack of political will as the power structure has almost been controlled by the affluent sections of society. With the introduction of democracy in India, the political parties encircled them for support and resorted to make politico-legal arrangements, affirmative action and launching various welfare programmes to woo them. No doubt, some improvements in their conditions are witnessed, but the situation still remain grim for them as evident from recently held caste survey in Bihar. 42 percent of Dalits still lead miserable life. This makes an urgent imperative to examine the attitude and role of political parties in motivating and empowering them. This has been assessed by examining the ideology and actions of the political parties.
