520 _a The process of structural transformation in Uttar Pradesh is analysed from the labour productivity perspective. Sectoral shifts in labour productivity and employment elasticity from 1990–91 to 2019–20, the post-economic reforms period, is the focus of the paper. Employment elasticity and decomposition of productivity within and the sectoral change component have also been analysed. It is found that there are noticeable differences in labour productivity with respect to the ratios of manufacturing to agriculture, industry to agriculture, and services to agriculture in UP. Dedicated policy efforts are required to revive the industry sector in the state to speed up the labour transformation from agriculture to non-agriculture sectors. To achieve this, strategic investment in human resources for their skilling is also required in order to promote sustainable growth and convert demographic opportunity into demographic dividend.- Reproduced https://www.epw.in/journal/special-articles/labour-productivity-and-structural-transformation.html
