520 _aThe Human Rights Commissions in India were constituted under the Protection of Human Rights Act, 1993, to provide access to justice for people who find it difficult and expensive to approach the Courts. The Commissions suffer from handicaps, such as a lack of autonomy, politically made appointments, inadequate resources, and no independent investigation mechanism.
