520 _aDestitution and beggary plagues Indian society, which requires urgent state’s intervention. Indian Judiciary (Delhi High Court and Supreme Court) has also held it as violation of fundamental rights of most vulnerable people. In 2011-12, Bihar initiated the “Mukhyamantri Bhikshavriti Nivaran Yojana (MBNY)” with the goal to safeguard the rights of beggars by ensuring their care, protection, development, and socio-economic and cultural empowerment. As per the Saksham Portal (Bihar), 6740 persons have been rehabilitated from begging in Bihar. This study seeks to present a critical analysis of the MBNY scheme drawing on primary data collected through observation and interviews of select NGOs and government officials associated with this scheme. Additionally, for comprehensive analysis, census reports, NITI Aayog indices, and Government of Bihar reports have been utilised. Recently, the Government of India has introduced SMILE-75 for the comprehensive rehabilitation for beggars.
