520 _aThis paper assesses the implementation of the Solid Waste Management (SWM) Rules, 2016, in the National Capital Territory (NCT) of Delhi. Delhi, being a unique administrative and political entity that is neither a full-fledged state nor a Union Territory, presents specific challenges in the enforcement of these rules. The study examines the relevant SWM rules and the bye-laws notified by the Delhi government in 2018, evaluating their potential to effectively implement the 2016 Rules. It also explores the special legal regime of Delhi, the jurisdiction and powers of the Delhi Pollution Control Committee, and the efforts of the Delhi State Legal Services Authority in raising public awareness about waste management.
