520 _aTo ensure the quality of care for patients receiving free treatment under publicly funded health insurance schemes, the government has introduced patient empowerment tools, such as satisfaction surveys. These satisfaction surveys are designed based on the premise that there is a positive linear relationship between service satisfaction and service quality. However, our study finds that this positive relationship holds for patients who pay out-of-pocket (self-paid), but not for patients receiving free treatment under PFHIS.
