| 520 | _aA disability certificate is crucial for accessing education, employment, and welfare entitlements in India, yet only 28% of the estimated 30 million persons with disabilities possess one. Using data from the 76th National Sample Survey Office round, Survey of Persons with Disabilities, this article examines the determinants of disability certificate issuance across states and assesses whether certification translates into access to government benefits. Findings reveal significant gender, rural–urban, and social group disparities.
