520 _aThe dichotomy between the progressive narrative of caste-based social justice that has been central to contemporary politics and the political discourse of Bihar, and the failure of the state in improving the material conditions and political freedoms of an overwhelming majority of its people. At the essence of this dichotomy, the paper argues, is the inability, or unwillingness, of the chief proponents of the politics of social justice in Bihar to tackle the agrarian question and the iniquities of the prevailing systems of land and social control.
