520 _aEcological fiscal transfers are one of the few scalable instruments to address underinvestment in India’s forests and ecosystems, where ecology expenditures are largely public. Their share in finance commission transfers has risen significantly. Yet, transfers remain untied, dissolving into general revenues with a small and declining share of forestry in state expenditure.
