| 520 | _aThe approach of the Sixteenth Finance Commission in addressing the fiscal imbalances, both vertical and horizontal, is examined in this paper. The Sixteenth Finance Commission, while retaining the 41% share of the divisible pool, has attempted certain changes in the formula for inter se distribution of taxes among states, and has not recommended general-purpose grants, commonly called revenue deficit grants, to the states.
